First of all numbers can be made to say anything you want unless there is item by item description.
That said, our govt has become self serving from the guy working out of the service garage on up to the president. The mind set of even local govt is use it or lose it. Expand your cost so you get more bucks next time around. Well now we have no money. They were correct on comparison to private sector. That money comes out of profit from someone. Our govt does not worry about profit. Now it is time to actually work for what you get paid. I think it has to start at the top and work it's way down. You know, the trickle down theory.
Cut costs where you can and how about taking the retirement bennies back from the top. They mostly are wealthy anyhow but they voted themselves in a cash cow. The term "government job" has become more than just doing something on the side.
Have you ever watched a county or state crew fill potholes? They just throw the blacktop in smooth it out and move on to the next one and let the cars pack it down. Would they do that on their own drive way? Probably not. Now who told them to do it that way. The way I see it, they could of just as well thrown it around the corner from where they got it and quit getting cars dirty.

The article speaks about gov't. spending and the money going into a black hole. Well, I can also tell you that a large portion of that 'stimulus' money is going to non-profits. These non-profits are involved in a variety of projects and/or run programs that are supposed to help with job stimulation and growth. The first thing these non-profits do is add more people to help with these programs. Then, they run classes, do some training, teach people how to do job search, create resumes etc. They can then report back and say 'we served x number of people'. Well, preparing people for jobs that do not exist is like watching porn despite that fact you are impotent.  Non-profits getting this money are buying new computers, doing marketing to increase their visibility...the accountability is a joke. I know, because that is what I am charged with in my job. Sorry for the rant....

A good example of waste is advertising the lottery. How many people are running out to play because they seen an ad? Not many. Remember the old Lottery president? He killed himself? I wonder why?

Isn't job creation the same scam? They create one real job at a high level, which is filled by someone within the organization - whose job in turn has to be filled ad nauseum. They count every job down to the point where they hire someone at the lowest common denominator when only one job was actually created.

That pretty much says it. There are also a lot of temporary positions that are created. I know a lot of people who are hired and told they have that position until the money is gone, often in the form of a grant.

my thought on unions is they have outlived their useful life.  My understanding is they were originally created to bring better/safer working conditions for workers, get better pay for workers as well as benefits so workers were not being exploited.  

in my experience the last many years, those concerns have long been solved and not unions really don't do much more than keep high performers on the same level of the lowest performers when it comes to pay.  additionally, they seem to be all about protecting the low performers from any discipline, corrective action or termination.
